About the Role

This (5-year, Euro 16M) EU/Expertise France funded project will launch in 2025 and support the national strategy to develop centers of excellence throughout the country, with the aim of preparing the national workforce to fill the needs and skills-gaps of the Agriculture industry.
This project will work with 2-3 of these schools.
There will be particular emphasis on climate resilience, women and youth.

The Team Leader will be positioned within the project team based in Kigali and will work with all the project beneficiaries and partners to ensure its proper implementation. The Project Manager will be in permanent contact with a Project Manager at headquarters to support them in carrying out their missions.

The Team Leader will have the following main responsibilities:
- The proper implementation of the project in accordance with the technical, calendar, budgetary and legal expectations provided for in the contract signed between Expertise France and the donors;
- The steering, governance and monitoring-evaluation of the project, as well as the coordination of stakeholders;
- The management of the project team composed of 9 people based in Rwanda.


1. Steering and coordination of activities
a. Project management
• Ensure the technical, financial and contractual management of the project to achieve the expected results, in close collaboration with the project team;
• Ensure the planning of activities and resources, develop the annual budget, monitoring, evaluation and capitalization of activities;
• Mobilize and supervise the short-term expertise required for the project;
• Make decisions on the management and, where appropriate, reorientation of the project by consulting the teams and partners; anticipate and manage risks and developments relating to the project.

b. Coordination of activities
• Ensure the proper execution of donor contracts and project implementation contracts: progress of activities, budget execution, compliance with commitments, monitoring and evaluation, audit;
• Support the development and proper functioning of programming and reporting documents: formulation of annual budgeted activity plans and technical and financial reports, production of monitoring and reporting tools, etc.;
• Contribute to the headquarters' regular technical and financial planning and reporting exercises, in conjunction with the project team and the headquarters Project Manager;
• Report on the progress of the project and transmit internal and external reports to the headquarters, donors and project partners;
• Ensure smooth communication between the headquarters and the field;
• Liaise with the Expertise France Purchasing/Logistics and Admin/Finance support teams in Kigali.

c. Quality of activities
• Ensure the efficiency and quality of activities to meet the objectives defined in close collaboration with the project team;
• Ensure the monitoring and evaluation of the project in collaboration with the Project Monitoring and Evaluation Officer, and the quality of the deliverables submitted;
• Supervise the implementation of evaluations and manage the sharing of results and capitalization for improvement purposes.

2. Management of the 9-person project team
• Recruit the project team in the field, and ensure their training, cohesion and integration with partners;
• Supervise the project team, set and evaluate their objectives;
• Ensure the coordination of work within the team, manage the team's workload and support it in carrying out the various functions;
• Ensure conditions adapted to the context and the work environment.

3. Representation of the project and coordination of stakeholders
• Ensure liaison and ensure good consultation between project partners;
• Coordinate the intervention of implementing partners and ensure the quality of partnership relations;
• Facilitate the mobilization and commitment of private actors;
• Prepare and lead the various governance bodies of the project;
• Facilitate the exchange of good practices and lessons learned between stakeholders;
• Ensure regular exchanges with beneficiaries, to ensure the sharing of information

Requirements

Relevant applicants will have significant experience working within the International Development sector and leading projects focused on either Agriculture or TVET - Ideally, both.

They will have lead multi-million (currency) projects and teams across a range of countries and with various Governments.

For this position you will be required to be based in Kigali and ideally start before January 2025 (there is some flexibility).

Fluency in French and English is essential.


A deep understanding of the Agriculture sector in Rwanda combined with ideas on the skills gaps and demands from its workforce.
